WHY IT MATTERS
Ramirez has been demanding Noem's resignation based on not only on incompetence but critically her complete lack of regard for law, nor the courts, nor congress.
In many team sports, it is common to reliably mark your opponents woman to woman (man to man). In this act - which is wonderful in it's publicity impact - Ramirez demonstrates that she is not afraid of Noem, that she is willing to mark her target - and that her call for Noems resignation will not become yesterday's news.
Noem is clearly thick skinned enough to cope with such attacks - after all, she held up her killing of innocent animals as proof od her toughness. But, all of these people currently believe that they are untouchable. In this action, Ramirez says, "I will continue to come after you".
